Inmates at the Lincoln Hall need funds to spend on personal items. For this, each inmate has access to a commissary account where they can receive and use the funds. Lincoln Hall contracts JPay to provide money transfer services for the inmates. Here, the sender calls JPay at (800) 574-5729 and make a deposit. Or, the sender downloads the mobile app, logs in, and deposits the funds online. The funds take between 1 and 3 days to reflect in the inmate's commissary account.

Lincoln Hall allows offenders at its facility to make call collect to some approved persons. It monitors and records the calls for security purposes. The detention center contracts Securus Technologies to provide the telephone service, with the call recipient to bear the full cost of the call. Call forwarding and three-way calls are prohibited.
