Here, anyone can search for an inmate using their first and last names and offender ID. Or, the interested person can call the Department directly via the information line 828-438-5585.

The sender must use the U.S. Postal Service mail only to deliver it. Second, the Foothills Correctional Institution allows offenders to receive email messages through JPay service provider. Here, inmates use secure tablets at the interactive kiosk in each housing unit. JPay charges a small fee that caters for the infrastructure that supports and monitors the service.

Inmates at the Foothills Correctional Institution can receive money from outside the facility via any of the following three ways:

• Lock Box

Here, the sender deposits checks, money orders, or cashier’s check into the inmate’s commissary account at zero transaction charges. Hence, it is a cost-effective option.

• Electronic Funds Transfer – EFT

An EFT is a fast paid money transfer service. Currently, the detention Center contracts JPay, GTL, and Keefe for the service. Funds reflect in the inmate’s commissary account within 1 to 3 days.

• Checks via Mail

This option takes the longest time. It involves dispatching checks or money orders payable to the North Carolina Department of Corrections. The sender indicates the inmates’ full names and inmate ID at the back of the slip. Upon arrival, the checks or money orders go through a mandatory 30-day hold.

Inmates at the Foothills Correctional Institution have an inmate telephone account and a PIN that they use to access the phone service. Hence, they are allowed to make call collect to up to 10 persons from an approved member’s list. The call recipient bears the full cost of the call. The call collect to business numbers is not allowed. Besides, call forwarding and three-way calling are prohibited.

Anyone in the approved members' list can visit an inmate at the Foothills Correctional Institution on Saturdays and Sundays between 9 am and 3 pm. Still, the visits are by appointment only. Visitors are advised to apply for visitation at least one day before the actual visit.
